The tobacco industry in China as a very important and special industry, is now facing the important turning period as the transition of system and the operation of the market.On one hand, in early year1991, the central government established the state tobacco monopoly administration system in the form of law, the tobacco industry since then marched into the government monopoly and the healthy development track, over the years has made tremendous achievements for national financial accumulation, and will continue to constitute the important part of government finance income.But on the other hand, there is no doubt that as the process of China’s accession to WTO is quickening, and gradually implement" the Framework Convention on tobacco control", China tobacco industry is facing a series of serious challenges. Among them, both to promote and standardize the market operations of the tobacco industry, tobacco franchise continue to maintain the monopoly system based on the further introduction of market competition mechanism, in the expansion of tobacco production, processing and distribution enterprises, while large-scale operation, the implementation of the tobacco production, processing and distribution activities of the specialized division of labor, to build a modern, market-oriented tobacco industry chain system as soon as possible.
