The Comparative Study Of Eu And U.S. Countervailing To China

China’s economy has developed rapidly since joining the WTO, now china is the world’s second largest economy. In the field of foreign trade, China has made remarkable achievements with total import and export trade grew from$2808.6billion in1995to$38667.6billion in2012. With the development of China’s foreign trade, the trade friction heats up, following the anti-dumping, countervailing becomes another obstacle for our country’s foreign trade. Since China first subjected to countervailing investigation by Canada in2004to December2012, China has suffered a total of59anti-subsidy investigation, including32from the United States and five from the European Union, accounting for62.7%of the total. The EU and the U.S. is respective China’s largest and the second largest trading partner,countervailing investigation from these two largest economy will bring a serious blow to China’s export enterprises, and will also affect China’s policy-oriented,.In this context, the strengthening research of the EU and the U.S. countervailing to china is of great significance.First,this paper present us the background of the topic,the research status at home and abroad and innovation points. Second,the paper introduce the concept and theoretical base of Subsidies and Countervailing.Third,through the comparative analysis of countervailing entity regulation and procedure rules of the EU and the USA, the paper identify the similarities and differences of countervailing rules between the EU and the U.S., and its similarities and differences from the SCM Agreement. Forth, on the base of statistical data of the EU and the U.S. anti-subsidy cases, the paper comparatively analyses the status and characteristics of the EU and the U.S. countervailing to china, as well as the political and economic reasons of EU and U.S. countervailing to china.Lastly,on the result of comparison,recommendations about how to deal with the European Union and the United States countervailing investigations for government, business and industry associations was presented.
