Countermeasures Study Of China’ Reply To The Adjust Of Kazakhstan’s Economy And Trade Policies Under Russian White Ha Customs Union Background

Kazakhstan is adjacent to the Xinjiang Uygur Autonomous Region. The two sides arehighly complementary to each other on the market,energy and industrial structure betweenKazakhstan and China. They have a long history of trade and economic cooperation. Since theestablishment of diplomatic relations between China and Kazakhstan on January3,1992, inthe World Trade Organization, the Shanghai Cooperation Organization, the Central AsiaRegional Economic Cooperation, the Boao Forum for Asia Annual Conference, Asia mutualcooperation and trust meetings promote multilateral dialogue mechanism between the twocountries in expanding pragmatic cooperation in politics, economy and trade, energy,transport, culture, security, science and technology and other fields. On June13,2011, theestablishment of the comprehensive strategic partnership between China and Kazakhstan forthe further development of relations between the two countries has laid a solid legalfoundation for Sino-Kazakh economic and trade cooperation has unlimited potential.Due to historical inertia and geo-economic impact on the countries of Central Asia,including Kazakhstan, has been committed to regional economic cooperation within the CIS.On November27,2009, Russian White Ha Customs Union marked the establishment of theCIS taken a substantial step toward regional economic integration process. With the free flowof capital, services and labor, the ultimate goal of the integration of the three countries is theestablishment of the Eurasian Economic Union.Russian White Ha customs union was established more than three years, Kazakhstantechnical regulations, agricultural subsidies agreement, the border phytosanitary procedures,the agreement of the uniform rules of the country of origin, safeguard measures, anti-dumpingand countervailing measures agreement and so within the framework of a unified economicspace great adjustment. Sino-Kazakh economic and trade cooperation is facing a series ofchallenges.It can be foreseen that with the integration of the continuous improvement of theRussia-Belarus-Kazakhstan customs union, economic and trade cooperation between Chinaand Kazakhstan will produce a lasting far-reaching implications, and to further expand tradeand economic cooperation of China and the Central Asian region as a whole. Therefore, thereis an urgent need in-depth study of changes in Kazakhstan’s economic and trade policies andbuild early warning mechanisms and prevention mechanisms to cope with the adverse effectsof the Kazakhstan economic and trade policy adjustment on the Sino-Kazakh economic and trade cooperation.This paper studies the economic and trade relations between China and Kazakh, after theRussian White Ha customs union has been the established, with a focus on economic andtrade policy adjustments and changes in the customs union. By studying the background ofthe establishment of the Customs Union of Russia, Belarus and Kazakhstan and running status.First, from the point of view of theoretical and empirical analysis to explore theRussia-Belarus-Kazakhstan Customs Union non-member countries, especially China’s tradediversion effect. Second, we use game theory to try to build the trade policy of Kazakhstan todevelop mechanisms game model to explore the context of the customs union, the Kazakhtrade policy formulation mechanisms and influencing factors. Based on this analysis of theRussian White Ha customs union established by comparing before and after Kazakhstan’strade policy, investment policy, customs policy and energy policy adjustments and changesproposed to build early warning mechanisms and prevention mechanisms to deal withKazakhstan economic and trade policy adjustment, the Chinese government and corporatestrategy is based on timely adjustment of Kazakhstan economic and tradecooperation,promote the coordinated development of trade and investment and the promotionof China and Russian White Ha Union in the framework of the Shanghai CooperationOrganization negotiations of the Free Trade Area of countermeasures, in order to promoteChina and Kazakhstan exchanges and cooperation in various fields of trade, investment,energy, transport communication and technology.
