| Business Process Reengineering (BPR), as a new type theory of enterprisemanagement, originated in USA in the1980s. It plays a crucial role forenterprises in improving competitiveness. And its ideas and principles aregetting enriched and improved in practice.The declaration-examination process of Jiaxing entry-exit inspection andquarantine toke shape in2000. Now it can not meet the requirements ofinternational trade and development of China Inspection and Quarantine.Especially, it is incompatible to Jiaxing entry-exit inspection and quarantine,which develops quickly in recent years. While the declaration-examinationprocess lags behind the development of other business areas. To a certain extentit also restricts the efficiency and effectiveness of declaration-examination. Sothe process reengineering is imperative. The paper tried to look for a newprocess which is more reasonable and more practical through the study ofdeclaration-examination process of Jiaxing entry-exit inspection and quarantine.The purpose of this paper is to promote the efficiency and effectiveness ofdeclaration-examination progress of China Inspection and Quarantine, furthermore to promote the guard and service level of China Inspection and Quarantine,so to solve the problem between effective supervision and efficiency and theproblem due to shortage of management and resources. Firstly, the paper analyzes the background and impetus of thedeclaration-examination process reengineering of China Inspection andQuarantine,introduces the definition, principles, stages and methods of BPR.This part provides a theoretic foundation of the research. Secondly, it reviewsthe history of the declaration-examination process, and has analyzed currentsituation and problems of the declaration-examination process of Jiaxingentry-exit inspection and quarantine. Thirdly, it presents the application ofprocess reengineering of other entry-exit inspection and quarantine bureaus inChina, especially the application of declaration-examination processreengineering, and also sums up their experiences. Finally, aiming at theproblems, the paper suggests to rebuild a new declaration-examination process,and proposes five-point policy proposals of the process reengineering. Inaddition, it gives proper suggestions to promote the process reengineeringcontinually. |
