Finance is the core of economy. As a segment of financial system, rural financeis relevant to rural developing and peasantry’s living standard improving, counting somuch in building a harmonious and well-off society. Western rural financial regime ofour state has changed several tomes during the past30years of reforming and opening.Transition of rural regime not only promotes the efficiency of rural financial regime,but also provides strong support and motivation to the development of rural economy.Feeling satisfied with rapid developing of rural finance and economy, meanwhile, wehave to draw our attention to the crisis hidden in those superior achievements, such asimbalance between supply and demand, imperfection of organizational regime,inefficiency in financial resources distribution, imperfection of supervising and riskcontrolling regime, etc. existing in current rural financial regime. Those defects areshortages of rural economic development, blocking to achieve the goal of “San Nong”.To remove those defects of rural financial regime, improve performance of ruralfinancial resource operation., then we must make difference to rural financial regime.This thesis will fully analyze current rural financial regime and its issue in usingnew institutional economics, empirical analysis etc. Beyond, this paper will make acomparison of our country’s current rural financial situation, and find out the barriersby retrospecting changes of rural financial regime since state founding, puttingforward creative rural financial regime suggestions pertinently. It is better to lookback when dealing current, cause anything existing has its past.This paper consist of six parts. Introduction, the first part, will mainly introducethe research background, meaning and relevant reference of this thesis, explainingsome significant concepts such as regime. The second part will review progress ofrural financial reform of western part of our country since state founding. And all thatwill lead to a conclusion that our country has a top-down mandatory financialtransition, by analyzing the background of rural financial reform, inducing reasonsand transition effect. The third part analyzes the recent four-years western rural financial regime reforming performance, quantifying data calculating, drew aconclusion that defects still exists in the western fields of our country, and itsperformance running at a low rate. The fourth part will analyze the current ruralfinancial developing situation of our country, mainly in the aspect of supply anddemand, resulting in a conclusion that current financial supply and demand is inimbalance, inefficient financial resources distribution. The fifth part analyzes currentwestern rural financial resource distribution in demonstration, and western nineprovinces’ current resource distribution efficiency. The sixth part, which is the last,will put forward creative advices or organizational system, market, and supervising,by aiming at analyzing existing problems of rural financial regime.
