Investment Evaluation Technology Research Of BOT Project Based On The Royalty

BOT is a new project financing model. The early cause of the model aims to solve thefund pressure of government. In recent years, BOT model has been widely used inconstruction field, especially in large infrastructure construction area. BOT model has beenimplemented and developed for several decades in the developed countries; however, it justhas lasted for a dozen years in our country.Compared to these traditional projects, BOT project has its own characteristics. For BOTproject, a lot of research is in accordance with the traditional method without considering itsown characteristics, which makes most investment evaluations are not accurate. At present,our government has noticed the excess profit obtained in the operation stage by the privateinvestors is an important issue to the BOT implementation area. Unfortunately, thegovernment still couldn’t find a practical way to solve this problem. Construction enterprise orthe government should do some depth research on BOT model, only in this way they canadapt to today’s market competition. This article will solve these two problems.Research idea of this article is, first of all, starting from the background of BOT model.Then the paper makes literature review of BOT project research status at home and abroad.Furthermore, the literature review focuses on the research and application situation of royaltyin the domestic and foreign countries, which suggests that the application of royalty will bethe new direction in our country. Also, the article shows that the investment evaluationmethods in our country do not combine the own characteristics of BOT project with.Secondly, the article narrates the BOT model theories and BOT project investment evaluationtheories. Again, from the point of view of the government and the private investorsrespectively, the article figure out the index system of BOT project investment evaluation. Ithas mainly solved two problems in this part of the article: first, revised the traditional netpresent value; then made out investment decision model based on the royalty before thenegotiation of a BOT project. Then, the article applied a BOT project case to make aninvestment evaluation by using the proposed index system. Finally, the article made summaryand outline.This article has four main research results. Firstly, found a new development direction of BOT model in our country in the future, which advocates royalty as a policy tool; Secondly,revised the traditional net present value; Moreover, this paper made out an investmentevaluation technology index before negotiation; At last, by using a case to make aninvestment evaluation with the proposed index system.
