The Study On Promoting The Development Of Technology-based Smes In Tianjin

At present, China is at the key stage of accelerating the transformation of economicgrowth pattern, adjusting the economic structure, and improving the quality andefficiency of economic growth. To reach this goal, an innovation-driven strategy must betaken so as to fully play the role of science and technology in supporting and guiding thesocial and economic development, and transform the achievements of science andtechnology into productivity. The fine experience of foreign countries shows that amarket-oriented innovation system with enterprise as the main subject, and the integrationof industry, university and research is the key to main a country’s competitive edge.SMEs are the majority of enterprises, and also the most innovative sector. To step upthe development of SMEs, especially the technology-based ones, is quite significant forthe adjustment of industrial structure, the development of emerging industry, and theenlargement of employment.In September,2010, Tianjin made the strategic decision of pushing forward thedevelopment of technology-based SMEs. Within two years of its implementation,remarkable achievements have been made. The rapid development of technology-basedSMEs greatly contributes to the economic development, structural readjustment, socialprogress and improvement of innovation capability.This essay resorts to bibliography research, case study and SWOT. Plenty of relateddocuments are used to analyze the policies, regulations, measures and effects ofpromoting the development of technology-based SMEs in Tianjin and abroad. Throughthe analysis of custom-made policies of341technology-based SMEs, the author finds thebottleneck constraining the development of enterprises and targeted solutions. Thestrategy to better promote the development of technology-based SMEs is produced byfully analyzing the strengthens, weaknesses, opportunities and threats in the process, thushelps the work of Tianjin in the next stage, at the same time also other provinces inpromoting the development of technology-based SMEs.
