Research On The Selection Of Key Industries In Fujian's Innovation-Driven Strategy Implementation

Since the reform and opening up,China's economic boom has attracted worldwide attention and China has become the world's second-largest economy after the United States,which mainly due to cheap labor,low-cost strategy and investment.Facing with the increasing competition home and abroad and the power-shift of domestic economic development,China's economic development has gradually stepped into new normal state that the economic growth mode is speeding up change and a new engine of economic growth is gradually being formed.The Report to the 18th National Congress of the Communist Party of China(CPC)has clearly put forward the implementation of innovation-driven strategy based on summing up the past and looking forward the feature.According to Scientific Outlook on Development,The economic growth mode should transform to innovation-driven.Namely,innovation-driven should be taken as a new engine for economic development,making economic development rely more on scientific and technological progress,enhancing the quality of laborers and management innovation-driven.Based on relevant research at home and abroad,the paper makes a theoretical research and empirical analysis on the key industries of regional innovation-driven development strategy with 28 industries in Fujian Province as the research objects.First of all,the paper introduces the research related on this topic at home and abroad,systematically combs the theoretic concept about innovation,innovation-driven and industrial selection,and redefines the connotation of innovation-driven by combing the concept of related industries.Then,according to the selection principle of the evaluation index and the theory of the relevant innovation-driven evaluation index,it sets up the evaluation index system of the key industry selection with the innovation-driven development strategy of the innovation-driven index,the comparative advantage index and the development potential index.Through factor analysis on single-factor analysis of the 28 industries in Fujian province,and a comprehensive analysis of 28 industries in Fujian province by using TOPSIS method,the empirical results show that the computer,communication and other electronic equipment manufacturing,electric machinery and equipment manufacturing industries,pharmaceutical industry,equipment manufacturing are key industries under innovation-driven development strategy.At the same time,In the process of reforming traditional industries through high technology,we should pay more attention to promotion of innovation elements in leather,fur,feathers in order to promote industrial upgrading.Finally,the paper puts forward a number of suggestion for development of innovation-driven industry in Fujian,such as enhancing the independent self-innovative competence of enterprises,strengthening the leading enterprises,speeding up the construction of public service platform of science and technology,deepening the combination of science and technology,accelerating the cultivation of scientific and technological personnel,and setting up innovation and technology evaluation reward system and soon.The research results of this paper will provide scientific basis for the formulation of industrial policy in relevant government departments of Fujian Province,and provide reference for the research on the selection of key industries for innovation-driven development strategy in other regions.
