Rural Credit Cooperative of A County, Shandong Province provides financial developmentservice to the local people, links the farmers together, supports the farmers’ entrepreneurship,promote the rural development. However, its internal management, performance managementis still at a lower level, the management mechanism is not perfect. The weak incentives andconstraints, to some extent, influence and restrict credit development and core competingcapacity. For this reason, the present research on performance management of the RuralCredit Cooperative in A county will contribute to improving its operating performance andmanagement level, which has an important theoretical and practical significance.This paper applies the literature analysis embedded with cases study. On the basis of thestudy result at home and abroad, this research has conducted to analyze the specific situationsof the rural credit associate in A county through the performance management theory. Themain findings are as follows: first, through the research and analysis, this paper finds that it isthe a County rural Co-operatives performance management problems that results in theirpresent situations; the writer designs performance management system suitable for ruralCo-operatives based on the balanced scorecard, which includes performance managementobjectives, indicators of performance appraisal, performance management, implementationand communication feedback system. The author also proposes performance managementoptimization measures for this Rural Co-operatives, including establishment of the concept ofperformance management, enhancement of the level of awareness; building a performanceappraisal system, synergies; strengthen the control of performance management, building anhealthy communication mechanism; improving the performance results enforcementmechanisms, constantly improving the implementation of the program, accelerating the construction of the performance management system to build a comprehensive safety net aswell. These findings on basis of the rural credit cooperatives in A County of Shandongprovince will improve the internal management, motivate employees to work, to improve thecore competing capacity, better the quality of financial services for rural development.Meanwhile, it also give some inspiration to the other similar financial associates on theimprovement of the performance management.
