Real estate taxes levy in countries around the world generally, and constitute the mainsource of local fiscal revenue. The current real estate tax system on the basis of the1994taxreform and gradually establish and perfect together, and played an important role to regulatethe real estate market in China, and promote the healthy development of the real estate. Butalong with the market-oriented reforms, especially the advance of the housing system reform,China’s real estate industry to flourish, the current set of defects of the property tax system isincreasingly apparent. Mainly as follows: that is not conducive to the stability of the realestate market is not conducive to the fair distribution of wealth, is not conducive to building astable local fiscal revenue system.This paper argues that the study of China’s real estate taxes, should China’s current realestate taxes as a whole, considering the coordination between the various aspects of varioustypes of taxes as well as taxes, rather than just a single real estate taxes to carry out research.As part of the local tax system, the real estate tax system, should flow from real estate, tomaintain organic complexes of various aspects of the income to achieve its policy goals. Itsrole is mainly reflected in: to help to increase circulation in the real estate, the listings supplyof small and medium size, in order to stabilize prices; maintain links through taxes shouldincrease ownership costs, increase our revenues, but also reduce the vacancy rate to stabilizethe market; in the income part of the redistribution of wealth through taxation, to achieve fair.This premise, the analysis of the current real estate tax system, according to China’s nationalconditions as well as real estate development, drawing on the successful experience of foreignreal estate tax system, improve China’s real estate tax reform ideas: in accordance with thetransfer of the transaction, retain and benefits of the three links set taxes, taxes related toadjustments to improve existing taxes to levy new taxes to eliminate unreasonable charges.Specifically: in circulation transfers to transaction tax relief for small and medium-sizedhousing dwellings and mansions, villas, in addition to levying transaction tax, but also to levyconsumption tax, to increase the supply of small and medium-sized housing; reduce the rentallinks tax burden, adjust and improve the land value-added tax; unified maintain links mergertaxes to levy property tax revenue levied on capital gains tax.
