As a product of China’s reform and opening up, development zone is the“experimental field” of using foreign capital by our government. After20years’ construction and development, development zone has been animportant way of investment promotion, job creation and tax increase; it isalso the growth pole of regional economy and the growth point of economicdevelopment in China. The development zones have achieved great success,but at the same time, they are facing various kinds of shock in the post-era ofdevelopment zone. This article is going to start from provincial developmentzones which have the largest number of development zones in China, todiscuss the transformation and upgrading of development zones and putforward constructive countermeasures through an analysis of existingproblems in function orientation, development advantages, functionalauthority and management system and so on of provincial developmentzones.By adopting comparative research and case study, this paper generalizedthe research situation of the “development zone”concept and the currenttheory studies of domestic development zone. Through the analysis of the development history, management pattern and existing problems of domesticprovincial development zones, this paper summarized the inevitability, basicvalue orientation and developing direction of the transformation andupgrading of provincial development zones in “post-era of developmentzone”. It took Zhenhai economic development zone in Zhejiang as anexample and analyzed the current competitive advantages and developmentdilemma in details; then it put forward some relevant suggestions for thiszone’s transformation and upgrading.
