Research On Implementation Measures Of Luoyang Building A Regional Logistics Hub City Based On The Background Of The Central Plains Economic Zone

As an advanced organizing form and management technology, modern logistics hasbecome one of the key factors in enhancing the competition of an enterprise, a regionand even a country, and improving investment environment. Its role and status innational economy has attracted more and more attention. Luoyang takes manyadvantages in developing modern logistics, such as transportation, resources etc. Inrecent years, logistics industry has developed rapidly in Luoyang and gained advancedstatus in logistics of Henan province. In the2011Guidance on enhancing thedevelopment of Central Plains，Luoyang was appointed as an important regionallogistics hub in the Central Plains Economic Zone. This brings new opportunity forlogistics industry in Luoyang. The purpose of this paper keys on how to seize theopportunity，realizing Luoyang’s strategic target of construction of regional logisticshub.Firstly, this paper starts from the research on the theory and practice of regionallogistics. Secondly, adopting investigation document and analysis, the paper takesinvestigations on the current development status and points out the existing problemsof Luoyang in building a regional logistics hub city, such as weaker enterprises,outdated information technology, weak effect of government guidance. Third, SWOTanalysis method is used to analyze the strength, weakness, opportunity and threat ofLuoyang in building regional logistics hub. Finally, it gives out basic judgment ofLuoyang in building a regional logistics hub city, i.e. developing modern logisticsindustry cluster with Luoyang characteristics. Meanwhile, the paper gives advices onimplementation measures i.e. enhancing logistics industry belt by industry cluster,strengthening research and application of logistics information technology, improvingthe value-added services in logistics park, developing logistics with Luoyang characteristics. To ensure the smooth implementation of the strategy, the paper draftsthree safeguards i.e. improving the policy control force of government, constructingperfect infrastructure system, reinforcing the personnel training.
