Research On The Development Of Environmental Liability Insurance In China

There are a variety of environmental pollution accidents nowadays in China. Someindustrial enterprises cause pollution accidents frequently and make serious influence toenvironment. Especially the damage to people’s health causes a lot of social contradictions.Though, the operation of environmental liability insurance has been made experiment since1980.It has become the society’s focus since the end of2007.However, in practice, it didnot succeed in making improvement to environment and managing environmental risks.The paper tries to analyze aspects of environmental liability insurance deeply, focuseson the development path under particular economic and law conditions, and providessuggestions. Based on the theoretical analysis both in economic and law, the indexes whichinfluence different environment liability insurance patterns are found. The empiricalanalysis chooses the premium income, public finance revenue and so on, uses clustermodel and evaluates the potential of environmental liability insurance in differentprovinces. Finally, the paper puts forward policy recommendations from political, legaland technical perspective.
