New Rural Construction (NRC) is an important strategic deployment of the "Eleventh Five Year Plan" of the Communist Party of China, and it aims at increasing farmers’income, improving rural production conditions and narrowing the gap between urban and rural development. Although the construction form can be various, unchanged Collective Ownership of Rural Land (CORL) is considered as the minimum requirement. At the same time, farmers are encouraged to transfer land property rights in various forms and develop moderate scale management of farmland in principle of voluntary and compensation. Combined both, it outlines a NRC mode of scale operation of agricultural industry based on land scale circulation. Therefore, transferring of farmland property rights is performed national-around by exchanging it for capital to mine land value and obtain considerable revenue higher than that of smallholder farming. It seems still under the system of CORL in this process, however, according to a large number of studies before, property rights and its structure under the system have changed substantially, which will exert far-reaching impact on local economic and social development.Thus, in the context of NRC, exposing the change in Structure of Farmland Property Rights (SFPR) and exploring how the change effects on local farmers’income, does help to clear the direction of NRC. On basis of data collection and theoretical research, the first main part revealed the micro mechanism and path of SFPR change in the context of NRC. Further, the second main part constructed influence mechanism of the change in SFPR on farmers’income. Finally, household survey data from Pengchang Town and econometric method were employed for empirical research on the change in SFPR effects on farmers’ income levels and income gap. The conclusions are as follows:In the short term, changes in SFPR has significant positive effect on farmers’income levels, and the results vary among different household of different income levels; the effect of change in SFPR on farmers’ income gap is not obvious, possible explain is that the NRC is just in the beginning; Non-farm employment opportunity and labor’s average level of education are also main factors that affect farmers’income.
