Research On The Effect Of Land Circulation System On Rural Collective Economic Organization’s Operating Mechanism

Along with land management mechanism reform, land circulation in Wuxi entered anew stage, and rural collective economic organization’s operating mechanism constantlyimproved. The exaltation of agricultural production efficiency put forward a higherrequirement on institution building and organization management. The rural land system isthe basis of the operation of rural collective economic organization. For the perfection ofland circulation system and the optimization of rural collective economic organizations’operation in Wuxi, the most critical point is to derive the regular pattern of the effect ofland system on rural collective economic organization’s operating mechanism.Through the introduction of human capital property rights, this paper constructs thelogical framework of the effect relations with the help of contract theory. The actualresearch on Wuxi is expanded by timeline. First, the study of organization’s operatingmechanism under land internal circulation system in Wuxi validates and uses the logicalframework, reveals the specific rules and characters. Then, the empirical analysis oforganization’s operating mechanism under land external circulation system summarizesthe current deficiencies of the construction of rural land circulation system and the ruralcollective economic organizations operating mechanism in Wuxi. Finally, summarizes theregular pattern and makes recommendations.The value of this paper is to break through the ideas of unilateral research on landcirculation system or rural collective economic organizations’ operating mechanism. Theresearch shows that, the definition and allocation rules of human capital property rights inland circulation system are important factors that affect the initial property rightsarrangements of rural collective economic organizations, and the different configurationsof operators’ property rights under the participation of human capital have a substantialimpact on the rural collective economic organizations allocation mechanism andmanagement system, and thereby affects the allocation remaining rights.
