Research On Rural Collective Land Use Right Circulation Mechanism

Rural land circulation is satisfy the demand of the development of China’surbanization and modernization, an important means to improve the efficiency of landuse effectively. Through different forms of land circulation, is not only beneficial torealize the agricultural scale management, improve the land use value, adjust thestructure of agricultural industry and increase farmers’ income, but also meet thedemand of urbanization, industrialization development of land resources. Regulate thecirculation of rural land is an important content of deepening the rural reform, landcirculation problems lies in the purpose of revealed the motivation, form andperformance of land circulation, analyzes the status quo of land circulation andcontradictions, thus to improve the rural land circulation mechanism and systeminnovation.In this study, the integrated use of institutional theory and property rights theory,through a combination of normative and empirical analysis, qualitative andquantitative analysis methods, the analysis of law and economics approach to ruralcollective land use right transfer of the main line, on China’s rural collective landinstitutional problems have been studied; at the macro and micro level, on the impactof the current constraints of agricultural land has combed; using empirical methods ofanalysis carried out on farmers’ willingness to statistical analysis of the land transfer,land transfer to farmers clear willingness and behavior the factors significantlyaffected. In the analytical study based on the improvement of rural land circulationsystem recommendations: to accelerate the legal system, provide an institutionalguarantee; strengthen market guide and standardize market operation; improve theland supply and demand mechanism, and promote land transfer; strengthengovernment supervision and management functions; establish and improve ruralsocial security system and other policy recommendations. In theory, to promote thetransfer of rural land provides a new perspective, in practice, a code of conduct for thegovernment pointed out the direction and path.
