The basic theory of the system is stated,the developing history of the system is reviewed, the current statement and the problemsexisting in the system in Yanggu County are analyzed, and countermeasures andsuggestions which should be taken to build the system are raised specifically.First of all, ideological understanding should be improved to strengthen the work ofrural subsistence allowance in mind. Secondly, the structure of financial expenditureshould be adjusted properly and the financial investment should be increased regularly tosolve the problem of raising money for rural subsistence allowance effectively. Thirdly,by setting out practically checking methods of the income of the low-income families, theactive research should be carried out to check the family scientifically and properly.Fourthly, supporting measures of the rural subsistence allowance should be furtherimproved to help them, such as education, medical treatment and housing. Finally,standardized management to the system of rural subsistence allowance should becontinued to keep the system developing healthily and orderly. The rural subsistencesecurity system has involved extensive, policy-oriented duties and responsibilities, highconstruct difficulty and so on, which should be attached to importance in mind, effectivemeasure, wide source of funding, rigid controlling system.
