Comprehensive Evaluation Of The Investment Efficiency In Environmental Pollution Control

Recently, there is a widespread of atmospheric haze pollution across our country, at thesame time, serious water pollution has happened in some areas, although there are differentkinds of reasons for such phenomena, it will inevitably cause social attention on the effects ofenvironmental pollution control. At present, the effect of environmental pollution controlinvestment depends on two main factors: the scale and efficiency of the environmentalpollution control investment. There is no doubt that the growth of environmental pollutioncontrol investment is necessary, but only relying on the expansion of the scale, while ignoringthe efficiency of environmental pollution control investment, which will in turn increase thepressure on environment. Therefore, the comprehensive evaluation of the investmentefficiency in environmental pollution control is necessary.The main contents of this paper: First, through the analysis of investment and majorpollutants`emissions data, we have understood and grasped the trend of the environmentalpollution and the investment scale, structure, source of environmental pollution control.Second, by using DEA, we have evaluated the investment efficiency of environmentalpollution control statically and dynamically, what`s more, to the efficiency loss units, we havealso given the corresponding efficiency optimization path. Then. we have conducted a panelregression by using eight years`data from29provinces to further analyze potential factorsthat affect the investment efficiency of environmental pollution control. Third, on the basis ofthe above analyses, we have put forward the corresponding policy recommendations from theaspects of improving the ability of independent innovation, adjusting and optimizing theindustrial structure, increasing investment in pollution control, optimizing the sourcesstructure of environmental pollution control funds,constructing a reasonable and effectiveexternal oversight mechanisms.The main conclusions of this paper: despite the fact that our country`s investmentefficiency in environmental pollution control has been continually improved during2003-2004,the investment efficiency is not high, at the same time, there is a big difference in the investment efficiency among these provinces. In the process of analyzing the difference, wefind: the relation between industrial waste gas, wastewater emissions and economicdevelopment is in line with EWC; expanding the investment scale of industrial wastewaterand solid waste will help reduce their waste emissions; raising the proportion of secondaryindustry is not conducive to reducing industrial waste gas and solid waste emissions; raisingthe proportion of self-financing will help reduce industrial waste gas, wastewater emissions.
