| The environmental protection investment (EPI) of China has been in a dual difficult position: one thing is the total quantity is in sufficiency, and the efficiency is low; the other is the structure is unreasonable, which will be more serious with the economy growth fast. There is no doubt that the quantity of EPI is necessary. But it will take much more pressure to the environment if more attention is paid on the quantity expansion, and the efficiency of EPI is neglect. Moreover, it is also necessary that the fund is used intensively, since the development of modernization is in high speed and the quantity of fund demanded extremely big. Therefore, the efficiency study of EPI becomes extremely important.After the research of the status of EPI, it is found that the amount of EPI, as well as the proportion that EPI occupies GNP, presents a steady ascent tendency from 1991 to 2005. Compared with partial developed countries, the proportion that EPI occupies GNP to be still small. From the angle of EPI structure that, the proportion that the fund of"three simultaneous"occupies the total, as well as the amount of the investment to environmental pollution control in old enterprises, changes a little. And the proportion that the amount of the investment to environmental pollution control in ole enterprises occupies the total drops obviously. The amount of EPI in city infrastructure, and also the proportion that EPI in city infrastructure occupies the total, increases obviously. Looked from the origin of EPI that, it includes"three simultaneous"EPI, the investment of imposing discharge fee, the investment of the renewal transformation fund, EPI of the urban construction and so on.After the evaluation and empirical research of the efficiency of EPI, it is found that the efficiency of EPI in China is very low. The result worked out from the preferred growth model of EPI is different from the actual efficiency of EPI. EPI whose growth rate is 1.5 times of the rate of GNP has not controlled the withdrawal of pollutant in China. Looked from the overall, the withdrawal of pollutant in China presents an increasing tendency year by year. The main reason of this is that the efficiency of EPI in China is low. Although the amount of EPI in China is increasing year by year, compared with the high speed growth of EPI, the effect of controlling pollution comes from EPI is very bad for sorts of reasons. Based on the analysis above, the community policies to improve the efficiency of EPI are designed, which mainly include supervising and managing policies, financial policies, industrial policies, prizing and tax policies, technical policies,investment policies, juristic policies and so on. |
