Study On Four-dimensional Coordinated Development Of Urbanization In Hebei Province

Urbanization is an important potential element of future economic development in ourcountry, and is also an effective way to alleviate the pressure of the economic downturn. Thephenomenon of " Counterfeit Urbanization" exists in the process of Chinese urbanization,which means population urbanization seriously lagging behind the land urbanization. Theurbanization level of Hebei Province is low, and the quality is not high, etc. However, it hasentered a stage of rapid development of urbanization, and has the tendency of accelerating.As a result, researches about evaluating the quality of urbanization and coordinateddevelopment seem to be especially important. This article selects six years urbanizationindicators related data from2006to2011in Hebei province, sets up comprehensiveevaluation index system, using improved entropy value method, to analysis the coordinatedurbanization development of population urbanization, land urbanization, economyurbanization, society urbanization.It is concluded that the whole province’s urbanization pattern is roughly concluded "headed by land urbanization, then economy urbanization and society urbanization, andpopulation urbanization is the weakest ". In six years, the province’s land urbanizationprogress is the fastest, followed by society urbanization growth, then economy urbanizationgrowth, the growth of population urbanization is the smallest. Although society urbanizationprocessed continuously rapid growth, there are still many deficiencies in public services suchas health care, education and traffic areas. Society urbanization lags far behind thedevelopment of population, land, society urbanization. Economy urbanization developmentgrew more robust, but industrial structure is unreasonable, and local governments have cometo rely too much on local government debt and land income. Moreover, due to the effect ofthe household registration, those who moved to cities after left country cannot get cities’social public service.Although there are still a lot of problems, the overall coordination of urbanizationdevelopment level of the whole province in11cities are all positive, just varied from different optimized pace. There are exceptions of optimization rate in cities in individualyears because of various factors briefly stalled or slight deterioration. The optimization workof coordinated urbanization do better in Handan year by year, while the optimization rate ofLangfang, Chengde city, Cangzhou has decreased year by year.Finally, the paper put forward the direction in the future wo rk of the Hebei urbanization" strive to develop the population urbanization, rapidly replenish society urbanization,effective control the land development, rationalize the layout of economy urbanization" onthe basis of summarized problems. The government should follow the rules of the market,reduce direct intervention. More importantly, the province government should use itsadministrative power to improve the public services problems which cannot be saved bymarket power.
