Research On Financial Operation Situation And Improvement Of Small Towns In Hebei Province

In the eighteen report, to accelerate the process of urbanization has become the nationaldevelopment strategy, eighteen of the Third Plenary Session "decision" clearly put forwardthe four elements of "improving the urban and rural integration system"--"Speed up theconstruction of a new agricultural management system","Give farmers more propertyrights","Promote urban and rural elements of equal exchange and balanced allocation ofpublic resources","Improve the healthy development of urbanization mechanism", this showsthat China’s urbanization has entered the fast lane. It plays an important role in the process ofbuilding socialism with Chinese characteristics, but also shows the level of urbanization inour country is still at a relatively low level, and it also need to continuously improve. As animportant part in the development of Beijing Tianjin Hebei collaboration, Hebei province is abig agricultural province, a large population province, and also an economic big province. Thelevel of urbanization in Hebei province play a decisive role for the development of nationaleconomy and construction,but there are a lot of not perfect places of fiscal policy during theurbanization of Hebei province.Therefore,in this context,it has a certain theory significanceand the practice significance to Research on operation situation and improvement of smalltowns Finance in Hebei Province.In this paper,the author put forward the urbanization ofHebei Province as the goal,from research on operation situation of small towns Finance inHebei Province to find problems and put forward the corresponding suggestions.In the process of construction of small towns in Hebei Province, it plays an importantrole to establish a sound financial system.However, the construction principle of the fiscalsystem is enhanced fiscal autonomy of small towns, and enhance endogenous force of theeconomic development in small towns.In this paper, the author suggested on the basis of theoriginal town finance system, to optimize the structure of fiscal revenue and expenditure,toestablish a treasury of small town,to establish an independent financial management systemwith unity of powers and financial authority,to introduce the reform idea of "power expansionof strong town".We should build the small towns into multifunctional center cities,only I velopment faster and the urbanization road go farther.
