Ecological Tourism Development In Tibet In The Government Action

The construction of ecological civilization relations between thepeople’s well-being, concerns national future.The third plenary session ofthe18emphasized the importance of ecological civilization, and beincluded in the overall layout of socialist modernizationconstruction.Developing ecological economy is the basis of theconstruction of ecological civilization and the critical path.In the face ofChina resources dividend gradually disappear, resource constraints,posture, and highlight significant degradation, serious environmentalpollution and ecological system, the serious situation of governmentintervention in the development of ecological economy must bestrengthened.Tibet as an important part of Chinese territory, due to thespecial geographical position and topographical features, become China’secological security barrier, South Asia, southeast Asia, has the richeco-tourism resources, and Tibet, Tibet’s ecological tourism developmentfor the whole of China’s ecological civilization construction plays aparticularly important role, the Tibetan government must stand inbuilding socialism with Chinese characteristics, the Tibetancharacteristics and Chinese descendants of the height of the Tibet regionalsustainable development to make the behavior of the material to thedevelopment of Tibet tourism.And at present academia for few involved in this research.Based on this, this paper tries to study the Tibetanecotourism developing how should the government as a problem.To solve the problem of how the government in the Tibet eco-tourismas, this paper from the following several aspects to carry out the wholeresearch process: first, from the "ecological tourism definition","definition of government behavior" and "the government behavior ofecotourism research" three aspects has carried on the review of relevantliterature, to understand the research status quo, standardize the conceptof ecological tourism, government behavior, has been clear about theecotourism development in government behavior researchstatus;Secondly, based on the previous theory, in this paper, the ecologicaltourism development in Tibet.From natural ecological tourism resourcesand cultural ecological tourism resources of the two aspects has carriedon the induction, ecological tourist resources in Tibet shows the Tibeteco-tourism development resource advantage, and expounds theecological tourism development present situation in Tibet.Again, thegovernment behavior role in the development of ecological tourism inTibet.This part of the government behavior in the development ofecological tourism in Tibet role positioning analysis, governmentbehavior may be defined as macro policy makers, ecological protection,supervision and management, service-oriented government, thecoordination of stakeholders and so on several characters.Fourth, the government behavior in the Tibet eco-tourism development waychoice.This part summarizes the three types of government behavior inthe development of ecological tourism mode: the government leading andmarket, government leading, and analyses three modes of applicablestage, on the basis of this conclusion: Tibet eco-tourism development atthis stage should be taken to the government’s leading behaviorpatterns.Finally, on the basis of the above, from the legal, administrativeand economic means of both companies, consumers and residents of thethree kinds of rights and obligations, the government behavior in theTibet eco-tourism development measures are put forward someSuggestions.On the research methods, this paper mainly adopts the followingresearch methods:(1)"the literature analysis method", is mainly used forthe analysis of the theoretical part;Second, secondary data "method", inthe study of a lot of data from the authoritative media, periodicals;Threeis,"field survey method", the Tibet eco-tourism development situation ofpart of the data from field investigation.In addition, this paper embodiesthe combination of "qualitative" and "quantitative" approach.Main innovation of this research lies in: to Tibet as the research object,and enrich the research contents of ecological tourism and governmentbehavior.Tibet eco-tourism has stronger plateau characteristics, in thispaper, the Tibet eco-tourism resources and the present situation of development in Tibet for subsequent made certain contribution to theresearch of ecological tourism;Existing research there are few studiesfrom the perspective of government behavior ecological tourismdevelopment of Tibet, the author applies theory of government behaviorto the Tibet eco-tourism development in the study.
