Sustainable development of agriculture is the basic guarantee and prior field of sustainable development, and it is the specific representation of theory of sustainable development applied in the following fields, such as agriculture, especially the agricultural economy, rural society, agricultural resources and environment. Huai’an is a big agricultural city with its rapid economic development in Jiangsu Province, which has an important and enormous status in the economic and society construction of the whole province. Although Huai’an is abundant with plenty natural resources in agricultural, agricultural development is still being challenged by sustainable development due to the restraints with geographic location, quantity and quality of population and so on. Therefore, the research on sustainable development of agriculture has a profound and far-reaching influence on the following two goals, that is, one is the development goal (Huan’an will be built as a principal and center city in the north of Jiangsu), and the other is the goal of implementing "Two First" of Jiangsu.The paper adopts the following research methods, that is, the combination of theory and evidence research, literature search and field investigation, static and dynamic research. Also, the paper is based on the fundamental theory of sustainable development of agriculture. The paper is guided by the inspiration drawn from the successful experiences in the developed and undeveloped countries. The paper deeply analyzes the current situation in sustainable development of agriculture in Huai’an, and the main factors retarding the sustainable development of agriculture. As for the restraints, the paper puts forward the countermeasures to promote the sustainable development of agriculture in Huai’an.The sustainable development of agriculture in Huai’an is abundant with plenty natural resources, and it has a social and economic foundation. Also, it has a good development opportunity. However, there exist some disadvantages, that is, the number of population is large.The worker quality is not very good.The industrialization of agriculture is not improved. The environment is polluted. The level of science and technology falls behind. Investment in agriculture is insufficient and so on. As far as the restraints are concerned, the paper gives some proposals to improve the sustainable development of agriculture in Huai’an. Firstly, the increasing rate of population should be strictly controlled, and the all-round quality for people should be improved. Among the three factors in the sustainable development, human has a crucial function, which can be regarded as the upmost factor. As a result, the quantity of population should be controlled, and the quality for people should be also improved. Then the technology talents with high quality can facilitate the agricultural development. Secondly, the economic system in countryside should be reformed. A new scale for agricultural development should be established through the allocation of resources and optimization of production. Thirdly, the advantages of agricultural resources in Huai’an should be made fully use of in order to develop ecological agriculture and build a new ecological home with the harmonious co-existence of human and nature. Fourthly, science and technology constitute the primary productive force. Science and technology should be paid attention to by government and workers. A sustainable development of agriculture should be accomplished by improving science and technology. Fifthly, the functional departments in government should adopt measures by many ways and channels; they should enlarge the input on agriculture and offer services and build the long-term system for improving agriculture, and the system should be put on a legal basis legislation.
