"Abundant agriculture provides solid foundation; rural stability ensures social security; and farmers’wealth enriches the whole land". Emphasis on the improvement of agriculture, rural areas and farmers, to boost the modern agriculture, and to build a new socialist countryside have been the consistent strategy of the Party and government at all levels. The Supply and Marketing Cooperatives (SMC) is an organization for rural economic cooperation which takes root and serves rural areas. SMC is one of the most important channels for rural commodity circulations and is the fundamental boost of agriculture and rural development. Rural services and to play role in new socialist countryside construction are the core and most basic responsibility of the SMC.The Party Center and the State Council attach great importance to the development of the "three rural", and the reform of the Supply and Marketing Cooperatives system as well. Early in1995, the state council issued the document (No.5[1995])-Decision about the Reform and Development of the Supply and Marketing Cooperatives System, which says:"The Supply and Marketing Cooperatives is an important force for the rural economy flourish";"the solution of the SMC reform is basically the issue of agriculture, rural and farmers". In December of2009, due to the consideration of new development and problems, the Party Center and the State Council issued document (No.40[2009])-Several Opinions to Speed up the Reform and Development of the Supply and Marketing Cooperatives System, which identifies the roles, responsibilities and duties of SMC. The document requires the SMC to have three persists-adhere to serve the "three rural", stick to the socialist market economy, and abide cooperative principle, three innovations-"management innovation, organization innovation and service innovation", three forces-to become force of agricultural socialization, leading force of rural modern commodity circulation and driving force for the farmer’s specialization so as to speed up the construction of an efficient, fully functioning rural modern service system which provides both rural and urban, agricultural and industrial services.Based on the "three persists, three innovations, and three forces" principle of the state council document (No.40[2009]), this study has made the comparison and the analysis to the America and Japan and Europe main country famer cooperative development history and the tendency, which takes the SMC of the Central District of Neijiang city as an example. On the basis of research about relevant theories and current situations of countryside and the Supply and Marketing Cooperatives system, the author thoroughly analyzed the problems and influential factors of SMC. With reference of successful experiences and real cases of foreign countries, the author employed methods of on-the-spot investigation, real cases, factor analysis, conclusion, and comparison to conduct a thorough research about the relative factors which influence the development of SMC, and supplied strategic measures and solutions to the issues SMC at county-level confronted.
