Inclusive growth is a new growth ideas based on the theme of the times, with the fundamental aim to make the economic benefits of development to all regions an dall the crowd. The concept of "inclusive growth" is form and become clear in the economic and social development, advocated the creation of equal opportunities for development for all the crowd, to ensure fair access these opportunities to all sectors of society, to build institutional mechanisms to share the results of the reform, vulnerable groups in society is no exception. If all members of society can be fair to participate in the process of economic growth and contribute to economic growth, this economic growth is inclusive characteristics. The core of inclusive growth is to promote equality of opportunity and fairness and justice, to promote the fruits of economic growth to benefit more people, to promote the protection of vulnerable groups. Inclusive growth is the concrete, is the realization of a harmonious socialist society in the form of the scientific concept of development, refining and sublimation of China’s economic development model. Measure indicators of the level of development of inclusive growth can be employment status, education, health care, the level of public services and so on."Inclusive growth" is more and more be attracted. Inclusive growth is gradually formed and developed on the basis of reflection and criticism of the traditional growth concept, it means that by the simple pursuit of economic growth in the number of steering the pursuit of quality of economic growth. Deepening of economic growth since the mid-20th century, the concept of growth exhibited by the mere pursuit of economic growth in the number of speech, to an emphasis on the consequences of the economic growth and quality, and finally to "inclusive growth" process.
