| The promotion of the integrated development of urban and rural areas is an important link for the building of a moderately well-off society in all respects while fairness and justice is an eternal value pursuit in the process of the integrated development of urban and rural areas.Ever since the reform and opening up,the overall urban and rural economic and social development has experienced earth-shaking changes,while in the meantime,the pursuit of fairness and justice has never suspended.The construction of distinctive towns proposed in the past years has comprehensively and deeply conformed to the idea of fairness and justice in urban and rural development and provided powerful support and new development points for the integrated development of urban and rural areas.How to analyze the integrated development of urban and rural areas from the perspective of fairness and justice and how the construction of distinctive towns affects the integrated development of urban and rural areas shall be a question that is worth to reflect on.As the traditional granary and industrial base of our country,the problems of urban and rural areas in Jilin Province are more significant.At the same time,the construction of Characteristic Towns in Jilin Province started earlier,which has a certain representativeness.On this basis,this paper makes Jilin Province as an example,aims at constructing an evaluation indicator system for urban and rural integration from the perspective of fairness and justice,scientifically analyzes the progress of the integrated development of urban and rural areas in Jilin Province,associates the integrated development of urban and rural areas with the construction of distinctive towns and puts forward suggestions for the construction of distinctive towns in Jilin Province.First of all,this paper discusses the fairness and justice thought from Rawls' fairness and justice theory,Marx's fairness and justice thought and Space justice thought,and explains the theoretical basis of index selection.the paper analyzes the connotation of urban-rural integration development,reveals the internal relationship between urban-rural integration development and the idea of fairness and justice,as well as the function mechanism of characteristic towns on urban-rural integration,and analyzes the existing problems of urban-rural integration development in Jilin Province and the current situation of construction of characteristic towns.Then,it conducts principal component analysis to construct the evaluation indicator system for urban-rural integration based on the data of Jilin Province.It is shown in the result that the comprehensive development trend of urban-rural integration in Jilin Province has been improving since 2000,and the urban-rural integration scores of the three subsystems have also shown a clear upward trend.In 2017,the level of urban-rural integration between cities in the province was relatively high Large gap,uneven development between regions: Changchun and Jilin are significantly better than other regions in all aspects.Finally,the ARDL model is constructed to conduct an empirical study on the impact of the construction of characteristic towns in Jilin Province on the integration of urban and rural areas.According to the empirical results,the policy implementation of characteristic town construction has an impact coefficient of 0.53 on the process of urban-rural integration,indicating that the policy implementation of characteristic town construction in Jilin Province has a significant positive impact onthe development of urban-rural integration and promotes the process of urban-rural integration.At the same time,the process of urban-rural integration is affected by its own endogenous nature,and the early urban-rural integration construction results have an important promotion for subsequent development.Finally,on this basis,based on the idea of fairness and justice,a path suggestion was put forward for the future development plan of characteristic towns in Jilin Province. |
