With the rapid development of information technology in the21st century,high-tech industry is become an important symbol to measure a country’scomprehensive national strength. As a typical representative of the high-tech industry topromote the country’s rapid economic growth, the status of the software industry isbecoming more and more important, and becomes the focus on the development of oneof the goals of each country. In the process of the booming software industry, the role ofhuman resources surpass that of material resources, which is become the mostimportant resource in the form of the growth and development of the software industrydepends. Therefore, the management of human resources is become the core ofenterprise management software. In a variety of human resources, the core R&D teamis a source of continuous innovation in the software industry, the core R&D team ofhuman resources management is the focus of all human resource management. Humanresources measured by the value of the core R&D team are the scientific basis for theproper management of the core R&D team. Only by fully understanding its importance,and understand the value of production, development, and changes in laws to make theR&D team has enough effective incentive and scientific management, human core R&D team Value Measurement software industry resource management a top priority.In this paper, based on the theory of human resources, the theoretical basis of thecore R&D team Human Resource Value is analyzed, the core characteristics of the R&D team of human resources is defined, and the factors that influence its value isanalyzed totally. On this basis, according to the value of the formation and thevalue-added process, a dynamic time series model of the value of human resources isestablished, and it pointed out that the value of human resources of the core R&D teamshould be weighted from market value, performance value and potential value, and theintroduction of AHP to determine the value of the three-part weight, and then theweighted average get the total value of the core R&D team of human resources. Finally,the introduction of the case of the above model of innovation application process isdescribed in detail. The software enterprise core R&D team of human resources valuemeasurement innovation model is proposed for the software business managers’incentives to develop the core R&D team to provide a scientific basis for more equitable and effective incentive. In addition, according to the model of innovationthinking, other types of Human Resource Value are found, which contributed to thedevelopment of the theory of the Human Resource Value.
