In recent years, with the continuous deepening of China’s economic structural reform, China’s real estate development enterprise has undergone a fundamental change in whether the structure of capital, or the management pattern. The real estate industry is not in the original times that thay can make money easily if thay can obtain land. The real estate market is getting more rationalization and marketization. Real estate developers also gradually change from extensive management to intensive management. In the fierce market competition condition, more and more real estate developers realize that if thay want to gain a firm foothold, thay must constantly improve their core competitiveness and thay also realize the significance of developing their cost management, which has the extremely important strategic position.Although, in recent years, our country real estate development enterprise have improved their cost management, there still exist many problems in the cost management system, cost management concept, the method of cost management and cost management attention degree. Developers also face unprecedented pressure and challenges in the cost management work.This paper takes Handan’s project as the background. Through the scientific method and the guidance of theorise, this paper has objectly analysed the problems of cost management and the reasons in the first project phase. In the second phase of the project, the enterprise learned the lessons. Through improving cost management organization, improving perfect cost prediction and improving dynamic control by the improvement of earned value method to strengthen the cost management. The cost management in the second phase of the project has been much improved and has obtained good effect.
