The performance evaluation is indispensable tools and instruments of corporate strategic management, it is also the self-monitoring and self-improvement approaches of the enterprise. The level of performance management is a key factor for coal enterprises to improve their core competitiveness based on the market to grow and develop. Therefore, to establish a reasonable performance evaluation system for China coal enterprise and Shandong Xinwen mining group with scientific method to conduct business planning to the coal companies better, it is an important significance.This paper analyzed the problem of the current performance evaluation system in Shandong Xinwen mining group on the basis of reviewing the related theory home and abroad; this paper focused on designing the evaluation index system of Xinwen mining group, built the integrated model for Xinwen mining group performance evaluating, and test the performance of the proposed model; furthermore, the paper designed the portfolio system of Xinwen mining group performance evaluating model. The main work of the paper is as follows:At first, Xinwen mining group performance evaluation index system is designed. This paper designed the new performance evaluation index system of Xinwen mining group based on the analysis of the problem in the existing performance evaluation index system in Xinwen mining group, drawn on previous existing research results, and combined with the characteristics of Xinwen mining group.Second, the combination performance evaluation model of Xinwen mining group based on fuzzy neural network (FNN) was constructed. The financial indicators were firstly trained by BP neural network, the non-financial indicators were trained by Takagi-Sugeno fuzzy neural network, and the performance evaluation model was built based on Takagi-Sugeno fuzzy neural network finally. Furthermore, the empirical analysis shown that the hybrid model combined the fuzzy neural network performed better than the BP neural network.Finally, the overall architecture of performance evaluation combination model in Xinwen mining group was designed based on the fuzzy neural network. The prototype system mainly consists of a graphical user interface, system management and control module, evaluation criteria management module, the index system management module, the data management module, the evaluation model management module, the knowledge database systems, the comprehensive evaluation module and the output module.The feature and the innovations of the paper is as follows:First, the characteristics and the strategic development plan is given full consideration when design the performance evaluation index system. At present, the current performance evaluation system, only suitable for general industrial enterprises, is not fully applicable to the coal enterprises. In this paper, the right performance evaluation index system suitable for Xinwen mining group strategic development goal was designed based on a large number of inspection and evaluation of business performance home and abroad on the theory, research results, performance evaluation of the theory of historical development home and abroad are introduced.Second, the FNN theory is applied to build the performance evaluation system of Xinwen mining group. This paper combines the financial indicators and non-financial indicators to evaluate enterprise performance, at the same time, the fuzzy theory and neural network were applied to minimize the influence of human subjectivity to the evaluation, the combined model of enterprise performance evaluation based on fuzzy neural network was built finally, and the intelligence of performance evaluation was realized.
