At the same time, with theconsciousness risen of citizen taxpayers, the desire of citizens to participate in socialmanagement is increasingly strong.Achieving budgets democracy is the demands ofthe era, and the call of the people.Government as the preparation of the budget, whileas a performer, act a very important role in the process of budget democrary.Therefore,In this paper, the government budget democracy has positive significance to thedevelopment of democracy and advancing. The structure of this research, At first,onthe basis of theory,analyze the feasibility and necessity of government to promotedemocratic budgets. Secondly, positioning five roles of our government in the budgetdemocracy: Leading budget reform, guiding the public to participate and supportsupervision by the NPC,Regulating the budget process,Budgeting implementationaudit and supervision.and then combine two typical budget model ofdemocracy:Guangdong mode and Wenling mode, point out that the role of governmenthad played in the budget democrary, analysis the role of our government didn’t play,once again, introduce four foreign governments Experience in the development ofbudget democracy,United States, Britain, France, Pakistan.Finally, on the basis ofdomestic reality and foreign practices,promote four suggestions: First,standardizebudgeting system,redefining the budgeting body and define the responsibility,tore-define the budget year and budget time;strengthen budget execution andsupervision,and define the terms of reference of the audit institutions.establish astandardized and effective oversight of the government budget. The third is to enhancethe transparency of the budget process, Improve the budget process open,strengthenthe technological innovation of budget management,improve the precision level of government budget information,and improve the system constraint mechanism, Ensurebudget transparency in accordance with the law.The fourth is to improve participationawareness and capabilities of public,through publicity and education measures toencourage public participation and improve public participation in the budget toensure that the budget for democracy to truly implement protection mechanisms.
