| The democracy is the general value which the humanity pursues. China which is in the scene of modernization and globalization is also for democracy. For the political development of China, the key to realize the steady reform is to select the democratic path which suits Chinese national condition. By the construction of the experiences of mature democracy in western countries, the system construction of modern countries is the first of all in the democratized process. However, the unique political scene of China requires democratization and system construction to be parallelled. Therefore, how to deal and harmonize the conflict between the two is the big problem for the modernization of China. These two are not unable to march on the same time. So, the alternate and balanced development of the democratic political construction and the modern country system construction is possible. Its effective inserting spot is to advance the politics democracy of China through the budget democracy, to advance the modern budget system construction.The National People's Congress and the Standing Committee are the systems which carrier for the budget supervision of China. In the process of democratization, all levels of the People's Congress and the Standing Committee, which represent the organization as the highest national legislature and the institution of public opinion, unceasingly strengthen their functions. It shows that the political democracy degree of China is promoting. But one of the symbols of the National People's Congress function promotion is the National People's Congress has enhanced its actual effect to the fiscal budget supervision.This desertation tries to analyze the budget supervision system of the National People's Congress. From the aspect of it, we analyze and find the historic course and intrinsic logic of political democratization of China with deep insight into its history, the system and the process.This desertation's structural arrangements are as follows:The introduction includes the proposal of the question, the research synthesis, the research methods and the material sources, the analysis of core concepts, the theoretical framework and a brief introduction of the structural arrangements of the desertation. The first chapter is to analyze the politics function of the budget supervision system. It indicates the budget supervision system of the National People's Congress is able to realize the political democracy of China. Through the history of the Western democracy, it reviews the origin and growth of budget democracy, and its way of development. Then it reveals the inner link of the budget supervision system and the political democracy. Furthermore, it theoretically and practically analyzes the democratic function of budget supervision of the National People's Congress, the conclusion is that it pursues the people's sovereignty, takes the representative democracy as the system foundation and the procedure democracy as the practice foundation.The second chapter is the historical analysis of the budget supervision system of the National People's Congress. It reveals the political democracy trend for the system transition. At first this chapter explains the history of the budget supervision system of the National People's Congress.
