Company headquarters agglomeration has drawn the attention of many economists as early as1980s. Giant multinational companies set their headquarters in the central cities while build their manufacturing base in places where have labor cost advantage, this model helps company optimize allocations and maximize benefits. Many regional economists and spatial economists have researched this phenomenon from various angles and different methods, and they have made fruitful progress. This paper makes profound research from practice and applied analysis into headquarter economy on the achievement of home and foreign scholars, which looks from international metropolitans and company headquarters agglomeration of U.S.This first two parts reorganize the basic theories of headquarter economy and progress of home and foreign researchers. We make theoretical analysis on headquarter economy from agglomeration economics, competitive edge, metropolitan area and location choice. Meanwhile, many economists also analyze three effects which headquarter economy have on urban development, general conditions of company headquarters agglomeration and the type which urban area develops.The third part utilizes top Forbes500to analyze advantages and disadvantages of international cities like New York, Peking, Tokyo, London and Paris. At the same time, we discuss the reasons of American companies agglomeration changes, especially, we summarize the government policies encouraging headquarters of Texas during the time of2000to2010.The forth part analyzes present situations of Chinese headquarter economic development, explore the main problems, calculate potential development index of Chinese top ten cities categorized by GDP using statistical data and analyzing advantages and disadvantages of these cities according to index. Finally, we propose policies for headquarter economic development of Peking and Shanghai. The last part recommends some proposals for Chengdu on the previous statistical data and present development situations.
