Decision-making is a process that to achieve a certain purpose, for a number offeasibility of the scheme comparison to analysis, judgment, choose the optimal solution.And it makes a choice after weighing various contradiction, all kinds of factors influenceeach other. According to the modern decision theory, decision-making process can bedivided into four stages: the first is the stage of the information collection. The second is thestage of plan evaluation. The last part is the stage of scheme choice. With the deepening ofthe urbanization, the number of construction projects grows rapidly. Because pureresidential development entered the bottle neck period gradually, the shortage of thesupporting business has become the main problem of the development and construction. Thetypes of development project upgrade gradually from the development of residential projectdevelopment to the commercial complex. It relaxed gradually for National economic policyon commercial complex development, commercial real estate is widely considered to be thefuture of China’s real estate industry engine. So some capital strength of the enterprises hasturned into commercial complex development of industry, and commercial real estatedevelops rapidly. The big cities, a line and second-tier cities in China, the commercialprojects also assumes the blowout, the commercial complex developed rapidly. With thesituation of rapid commercial real estate development, the operation of commercial complexproject professionals is insufficient relatively; it had brought greater risk to the commercialreal estate project development. How to carry out the scientific development decisions,become a hot topic. The author thinks that we must insist the scientific and democraticdecision-making principle. And we should do a good job in the early stages conscientiouslyto improve the correctness of the decision and the loss of decision-making errors can beavoided.In the thesis, through the detailed description to the commercial real estate and relateddecision-making theory, and regional location advantages and the major city commercialcomplex inferiority analysis, discusses the development strategy, to analyzecomprehensively a variety of investment and cost of commercial real estate development process. The project positioning for high-grade residential, office, Stars Hotel, commercialpedestrian street as a whole,to build Changchun city core area of Metro commercial center.Also shape the high-end, science and technology and green ecological as one of the newurban complex.This thesis is divided into four parts of6chapters. The first part (the first chapter),mainly from the background, and the significance of the topic, describe the significance ofthe research and the research framework. The second part (the second and third chapter) isthe market analysis, mainly for the commercial complex case, analyzes the developmentstrategy and market positioning principle. The third part (the fourth and fifth chapter)estimate for the development of investment projects, according to the estimated costs,estimates the profitability of the project, the static analysis, dynamic analysis, sensitivityanalysis. The fourth part (the sixth chapter) is the summary.
