H Bank is a recently risen new joint venture commercial bank. With10years’development, H Bank has become an organized commercial bank with adequate capital,unique characteristics and good performance. Till end of2011, its credit risk asset reached toover hundred billion. From internal management, its great strategic target and plan ofdeveloping first class small amount credit loan is also the internal propelling force of theperfection of credit risk management system. Its rapid development in the past few years andits aim to be become a listed company brought it to an even stronger challenge of more strictmarket surveillance system. Currently, there is a trend in recurring of non performance loan,thus making credit asset management become the focus of all the commercial banks. With thefast development of the giving credit of H Bank, improving the internal management andstrengthening the credit risk management become more and more demanded, plus,establishing and perfecting the efficient credit risk management is something important to beresearched to better support H Bank in its stable and healthy development.This article combines credit risk management theories from domestic and abroad banksand foremost cases starting from the overall systematic analysis of the credit risk managementsystem of H Bank, including the in-depth analysis in its managing structure, policy system,giving credit procedure, module techniques, data IT etc. On the basis of monitoringrequirements and advanced practices, in-depth research was carried out in the issues of thecredit risk management system in H Bank, the causes of which are also explained from theinternal and external environment. Based on this, the overall plan to perfect the credit riskmanagement is suggested using credit risk management theory and its research method.Meanwhile, the specific perfection concept and contents are brought up after the confirmationof the strategic credit risk management target. Finally, a series of suggestions and countermeasurements on the improvement are brought up regarding organization structure reform,evaluation of credit risk management, talent training, technique guarantee, and unitedprinciples, and also the discussion and case study about perfection and improvement of thecredit risk management systems of H Bank is carried out, to provide references andexperiences for the improvement of the credit risk management in urban commercial banks.
