Study Of Policy-related Agricultural Insurance In Henan Province

With the natural disasters and market risk increasing, development of agricultural insurance lagging behind more and more becomes one of the factors that restrict our country rural economy development and new rural construction. After the operation failure of the commercial agricultural insurance and drawing lessons from foreign successful experience, the current implementation of the policy-guided agricultural insurance pilot work in the nationwide has promoted the rapid development of agricultural insurance. However, the policy-oriented agricultural insurance in Henan province started relatively late, so a series of problems still exist in the process of our development. On the basis of stating policy-oriented agricultural insurance development in Henan province, this text comprehensively analyses the existing problems, and on the basis of drawing lessons from foreign successful experience, specific countermeasures and suggestions are put forward.The full-text is divided into six parts. The first part elaborates the research background and significance of the policy-oriented agricultural insurance in Henan province, and the comparison of related experience at home and abroad draws proposal, the integrated use of data access method, data contrast method, example proof method and comparison analysis method to further in-depth study.The second part compares the different ways of agricultural risk management, trys to define the connotation of agricultural insurance and policy-oriented agricultural insurance, and analyses the necessity of agricultural insurance.The third part investigates the present development of policy-related agricultural insurance in Henan province to analyse the current agricultural insurance policy and operation situation. It analyzes the scope and proportion of fiscal subsidies, the premium and indemnity situation, and taking Xinyang planting and aquaculture insurance as an example to further analyze the development situation of the policy-oriented agricultural insurance in Henan province.The fourth part through the on-the-spot investigation comprehensively analyzes the problems of carrying out the process, mainly from three aspects as supply, demand and the policy and law, supply mainly includes the insured subject is single, organization network is not sound and survey claims technology is not strong; Demand aspect mainly adverse selection and moral hazard problems; Policy mainly includes lack of policy support and legal laws. On this basis, analyzes further the deep reason of these problems.The fifth part compares and analyzes the agricultural insurance operation model around the world, the common policy-oriented characteristic can be used for reference.That is to say, insurance laws and regulations construction, choice of policy of business model, development of diversified forms of organization and the establishment of the financial support of catastrophe risk dispersed mechanism can be learned.The. sixth part puts forward concrete countermeasures and suggestions of the insurance supply main body and policy aspects aimed at the existing problems and on the basis of drawing lessons from foreign experience. By innovation of agricultural technology, strengthening the rural grassroots insurance risk management and insurance service system construction, strengthening internal management, intensifying policy support to create a sustainable, policy support system of multiple channels, multiple perspectives to improve the system of policy-oriented agricultural insurance.
