The Research On The Coastal Port Of Guang Xi Administrative Management System Reform

Coast of Guangxi total of three ports, at the northern edge of the northern Gulf, Fangchenggang Port, Qinzhou Port, Beihai port, three ports with triangle shape, which Fangchenggang35sea miles from the Qinzhou Port, Qinzhou Port48sea miles from the Beihai port. The three ports located adjacent to, also have the quay construction with similar conditions, collecting and distributing the same channel, and there have the development of deep-water port conditions, similar economic hinterland,between of the three ports is extremely competitive, but also have the win-win cooperation base to de division of work in accordance with their respective advantages,.This paper studies the following points:(1) Guangxi Zhuang Autonomous region prepare to receive the administrative functions of the coastal ports management, because most of Chinese coastal ports is the port regionalization management(where the port city government management). The Ministry of Communications pay close attention to this, and had sent a research group to conduct research in Guangxi. This paper will research the different characteristics of port administrative functions managed between by the Port City and the Autonomous Region;(2) To explore management mode features of the coastal city in Guangxi port, and explore different port development period corresponding port management model through a combination of national policy and port development trend;(3) Make recommendations to the optimization of the Guangxi coastal ports management through a combination of Modern management theories;(4) Discuss Guangxi coastal ports infrastructure construction and maintenance mode.This paper is divided into five chapters. Chapter1introduces the research conditions and significance, domestic and international port management Research, research purposes and research methods. Chapter2base on the port property, with the modern reform of the public sector and quasi-public goods theory, expounded the principle of the administration of the port authority, port authority functions and quasi-public goods supply. Chapter3introduces the current mode of the management in Guangxi coastal ports, compare the three coastal city port management model, to explore the problems encountered by the Guangxi coastal port management, pointed out that the proposed autonomous port authorities need to address the many contradictions, the reason is that the ownership of the right of port management related to the interests of the port city government. Chapter4describes the port management system at home and abroad, to seek the experience of enlightenment. Chapter5to analyze the favorable conditions and challenges facing the autonomous regions received on port management functions, bases on port planning and Service type port authority, put forward the port management optimization recommendation:stabilizing institutional framework of port authorities; making the partition of port function, realize the port cooperation, and maintain the overall planning of the three coastal ports and consistency of Guangxi coastal port layout planning; continue to implement the port financing; making coastal port authority crew to civilservice; implementating of the dangerous goods flow control,Emergency plan and Site supervision; Gradually promote the port electronic service platform;establish stable and sustainable port infrastructure construction, maintenance platform.
