As an important financial product to expand credit operations, control assets, optimize the structure of assets and liabilities, improve the level of profit, bill business has become the focus of competition among commercial banks.In recent years, under the guidance of national macro-economic and financial policy, because of its strong liquidity, economic capital friendliness, high short-term comprehensive benefit, bill business is becoming more and more popular among banks. It is developing most rapidly. Also, it is one of the business types that have the most mature marketization level.Especially small and medium-sized banks, under the pressure from business innovation and the management of assets and liabilities, they use bill business as an important strategy to optimize credit structure, improve asset liquidity, improve management benefit and enhance competitivenessHowever, as the economic environment changes, many new situations and problems emerge, such as the acceleration of the process of interest rate marketization, the adjustment and improvement of regulatory policy, the change of competition rules and the heated competition between domestic trades. The development of small and medium-sized bank bills business faces many difficulties and problems.Based on the current operation situation of small and medium-sized bank bills, this article focuses on the institution setting of bill business, its business model, risk prevention, product innovation and future development. It also analyzes the feasibility of the reformation. Combining the characteristics and rules of the development of bill discusses, it probes into the countermeasures of small and medium-sized banks’bills business reformation.
