Research On Act Of Government In Carrying On Industry Transfer

County economy is the basis of China’s economic development, China’s overall development of the node is the executive body of our policy, is the micro-economic system of administrative regions in China, and is an important part of the entire socio-economic. Transformation and upgrading of the development of county economy is of great practical significance to the development of China’s national economy. Carrying on industry transfer the eastern coastal areas in the contemporary context has been the best way to leap-forward development of county economy. In this process, there are new challenges and requirements for county-level local government behavior.This article selects the X County as a research instance. Firstly, analyzing X County’s economy development situations and augmenting that carrying on industrial transfer is a necessity and feasibility. This model is rational, namely, Labor-intensive and clustering--government indirect intervention model of industry. Then we discussed that the role of government in undertaking industrial transfer is indispensable. In addition, the author analyses the problems in playing an inadequate role of government in undertaking industrial transfer in X county and puts forward the reasons of lacking government functions are fail to cope with what to do and how to do. Thus, the author puts forward three measures: clearing the direction of undertaking industrial transfer, undertaking industrial transfer platform, enhancing the appeal of the industry transfer. Still hope, the article can provide reference for local governments in playing a role to carry on industrial transfer.
