Study On The Financing Model Of Housing Accumulation Fund Support Affordable Housing Construction

One of the main means of solving housing problem of middle-and low-income groups intown is affordable housing construction.36million units of affordable housing will beconstructed during the12th five-year plan in China, and its coverage reach20%. Affordablehousing construction will be the core of real estate in China over a period of time. So thegovernment has enhanced the support for affordable housing construction. During the period of11th five-year plan,133.6billion yuan had been put into affordable housing construction asspecial subsidy by the central government, since2011the amount has greatly improved. But itsan utterly inadequate measure in face hundreds million yuan investment in affordable housingconstruction, which affect the development of affordable housing in China seriously. Housingaccumulation fund system is another policy to solve the housing problem of citizen, which wasfound by the government. But the operation of housing accumulation fund show many problems,like low service efficiency and precipitation of funds. In the process of exploring financingmodels of affordable housing construction, the way of affordable housing construction supportedby housing accumulation fund can be taken into account, and this is also the key and thedirection of this paper.First, the present situation and existing problems of housing accumulation fund system andaffordable housing construction are analyzed. Then, take the main problems of housingaccumulation fund(precipitation of funds)and affordable housing construction (financing gap) asthe breakthrough point, and analysis the feasibility of housing accumulation fund supportaffordable housing construction from admittance, technology, economy and motivation. Inaddition, this paper focuses on the operation of financing model of housing accumulation fundsupport affordable housing construction, and analysis the key point of this operation process. Atlast, some suggests is given from the aspects of legal system, supporting policies,organizationalbuilding. The purpose of this paper is exploring financing models of affordable housingconstruction, in order to assist the government making relevant policy, and provide advices fordevelopers about affordable housing construction.
