| Housing accumulation fund system and affordable housing system are twoimportant systems in the field of housing security initiatives at present stage. From theperspective of housing security, using the loan of housing accumulation fund to supportaffordable housing organically link the two systems, because on the one hand, whicheases the embarrassing situation that slow development of affordable housingconstruction because of insufficient funding and other difficulties, can not provideeffective supply to meet the needs of low-income families groups and sandwich layergroups; On the other hand, it solves the problem of idle housing accumulation funds,atthe same time promotes the value of housing accumulation funds. Since2010the pilotcities were published, affordable housing projects of all over the country have begun tobuild. This article focuses on the issues that appear during the process of utilizinghousing accumulation funds for the affordable housing, and then find out correspondingcountermeasures by referring to domestic and foreign successful experience.Firstly, the article analyzes the main problems of housing accumulation fund andaffordable housing faced in the process of development, and then discusses thefeasibility and necessity of housing provident fund loans supporting affordable housingconstruction. Through the analysis, it is considered that housing accumulation fundloans supporting affordable housing construction is a "win-win" initiative, which makesthis research have some practical significance.Secondly, this paper analyses the current situation of housing accumulation fundloans supporting affordable housing construction, combining with the actual operationmode and management style，and then summarizes the problems arising in the processof housing accumulation fund loans supporting affordable housing construction. Theseproblems are manifested in lacking of legal basis, management extensive, insufficientregulation, capital collection risk and liquidity risk problems.Thirdly, this article conducts the application of housing accumulation fund foraffordable housing and management, and then sums up the advanced experience ofdeveloped countries. Combined with China’s specific national conditions, the articleputs forwards a number of countermeasures of housing accumulation fund loans tosupport affordable housing construction. The final purpose is to make the process ofhousing accumulation fund supporting affordable housing more legalized, more safety, more standardized, mainly through improving the laws and regulations, strengtheninggovernment support, establishing the operation mechanism, making operation modeclear, introducing housing guarantee, strengthening the supervision system and so on. |
