In China, with serious contradiction between human and land and the basic position ofagriculture, rural land is the foundation of development and the livelihood of the people.Whether reasonable allocation and utilization of rural land is a in the process ofmodernization global problem which is about economic development and social stability.Since China’s reform and opening-up, along with began to decrease of the marginal utilitiesof the household contract responsibility system, the original reasonable systemarrangement gradually exposed its inherent defects, and become the bottleneck for thefurther development of agriculture. As a new practice of the household contractresponsibility system, rural land circulation (hereinafter to be referred as LC) caneffectively make up for its inherent defects, and is the inevitable choice to solve theproblem of "agriculture, rural areas and farmers". Particular national conditions make thegovernment to step in LC, and the government behavior is directly related to the effect ofLC. In this background, this paper discusses the government behavior in LC.This paper is divided into six chapters. The first chapter is introduction, which brieflyintroduces the research background, domestic and international research state and so on.The second chapter is the definition of related concepts and theoretical basis. The thirdchapter is the review of LC, which in detail introduces the emergence and development ofLC and the government behavior in LC’s practice. The fourth chapter is the focus of thispaper, it puts forward the prominent problems of government behavior:"absence","overrun" and "misplacements" and analyzes the internal and external causes. The fifthchapter is the economic analysis of the government behavior in LC, firstly through theanalysis of relationship between government and market in LC leading to the reasonableboundary of government behavior, and then defining the government’s role and behavior.The sixth chapter puts forward the suggestions to regulate the government behavior.All in all, this paper argues that the government should "have for, have not for",preferring to people-oriented to protect farmers’ vital interests in LC, and for thegovernment behavior of the three prominent problems puts forward some correspondingsuggestions, hoping to provide some reference to the relevant departments.
