Function Of Government In Yunnan Province In The Development Of Tourism And Cultural Industries

Tourism Cultural Industry is "smokeless industry", known as the "eternal sunrise industry". The development and growth of tourism cultural industry can promote economic development of a country and region rapidly and healthily, epitomizing the trend of local economic, social and cultural development. It is an important indicator of the strength of the local. Since the reform and open policy, China’s tourism culture industry has always insisted the government-led developmental model, implementing the government’s overall management and macro-controlling and introducing market adjustment mechanism appropriately and reasonably, so that the development of China’s tourism cultural industries continues to grow and achieve high-speed development, making outstanding contributions to the development of the national economy. China becomes a big tourism country of the world. However, with the constant improvement of China’s market economic system, the role of government functions is also changed. So the government functions in the tourism cultural industries are also under active exploration. In this paper, using the method of combining theory and practical, explain the basic theory at first, including the theory of tourism culture, tourism cultural industries, basic theory of the industrial development and the development government functions on tourism cultural industries. Next, analyses the present situation of the development of tourism cultural industries in Yunnan Province from the industry development factor, industry environment, industrial functional, industrial clustering and industry organizations. Then explore government functions on Yunnan tourism cultural industries development. First analyses the need for government intervention, and then compare the functions of the government of the United States, Japan, Thailand and China in the process of development of tourism cultural industries, followed by then-depth analysis of the development trends of the China’s tourism cultural industries in government functions, Finally, according to the actual situation in Yunnan Province, analyses the mechanism and put up the problem of Yunnan provincial government’s functions in the development of tourism cultural industries. The fifth part proposes policies for developing the tourism cultural industries in Yunnan Province scientifically and promoting economic development and the overall strength in Yunnan Province.
