Research On The Bidding Of Government Investment Projects

This paper is mainly focusing on the research of the bidding of government investment projects in Ningbo city. Using Case study, and analysis of the theory, this paper is trying to make the further and precise analysis based on the current and practical situation of Ningbo government bidding, especially with some certain problems occurring the whole process of government bidding projects, such as the problems of unreasonable evaluation methods, illegal operation, how to set up a fair、reasonable and lawful judges of, and the lack of effective supervision and management mechanism.Combined with the actual situation of Ningbo at present, this paper analyzes the unreasonable bid evaluation method, on the other hand, proposes to speed up the advance of tender control price bid evaluation method. This can avoid having them happen such as:the defects of base price bidding, the prevention of crime and corruption. Consequently, it can effectively control the project investment, to prevent the loss of state assets.Beside mathematical model and the real case analysis, this paper is using the comprehensive evaluation comparison method and the lowest price method. After the study and analysis, it comes to a conclusion that:the lowest price method review would be the development trend of bid evaluation method. In addition, with the research of the bidding process in Ningbo city, this paper also make some suggestions on the flowing aspects:such as corruption prevention system, valuation measurement mode, integrated expert database set-up and management, legal bidding informatisation etc, eventually to make the bidding process and procedure more healthy and orderly.
