The Application Research Of The Lowest Price Bid Evaluation Method In The Investment Project Management Of Daqing City Government

The evaluation method of reasonable low bid is one of the two bid evaluation methods stipulated by China's law.The bid evaluation method has many advantages,such as high efficiency of bidding,high efficiency of use of funds,effective prevention of corruption and strengthening the internal power of the enterprise.However,there are many problems in the actual application process,and it has a great influence on the bid evaluation advantage of the bid evaluation method.In particular,due to the improper application of the bid evaluation method,there are many problems for government investment projects,such as the waste of financial funds,the hidden danger of engineering quality and the confusion of bidding market.Through better and poorer cases in government investment projects of Daqing,I finds out the problems in the practical application of the evaluation method of reasonable low bid and draws a more practical strategy.First,we select a poor effect of case from the Daqing municipal government investment project using the evaluation method of reasonable low bid,and I reveales the probloms of low quality of bidding documents,unreasonable selection of bid evaluation experts,inaccurate judgement of individual cost of enterprises,vicious competition in enterprises,more design changes,frequent contract disputes and difficulties in supervision of construction process.Second,I use the theory of "prisoner dilemma" to explain the intrinsic motivation of bidders below cost price,and I think the bad application of the evaluation method has following main reasons: the preparation of bidding documents and contract work do not pay attention,the construction of evaluation expert database is not completed,punishment mechanism of corporate,s dishonesty is not complete,the project guarantee system is not perfect,strict control of the internal power is short.At last,I give perfect feasible strategies from the following aspects: standardizing bidding documents,formulating rigorous bid evaluation methods,establishing complete supporting system,determining the exact engineering cost,enabling query procedures,signing contracts,and strengthening the management of construction process,and I provide a useful reference for the application of the evaluation method in government investment projects,and the bid evaluation advantage of the bid evaluation method has been better played.
