The capital of overseas Chinese businessmen is one of the world’s important captials. Overseas Chinese businessmen’s investment in China has greatly pushed forward the development of China’s economy. Since China’s reform and openning, overseas Chinese businessmen began to invest in China and played a important role in the development of China’s economy. As a underdeveloped province, absorbing the foreign investment is viewed as an important driving force for Yunnan’s economy development. Overseas Chinese businessmen’investment account for60%of the FDI in China, and overseas Chinese businessmen’s investment in Yunnan accout for60%of the FDI in Yunnan, too, so promoting overseas Chinese businessmen to invest in Yunnan will be of of significance in Yunnan’s economy development.After making a comprehensive explication of overseas Chinese businessmen’ investments in Yunnan, through economy of scale, economic level, the level of opening to the outside world, labour cost, transportation cost, policy environment, international relations, economic culture and natural resources,using analytic methods of SWOT, this paper makes an strategic analysis of environment of overseas Chinese businessmen’ investments in Yunnan and clears and definites the strengthes of it’s location, natural resources and culture, the weaknesses of economic strength, transportation cost and shotage of land, the opportunities of economic transition, preferential policies and full launching of CAFTA, and the threates of bilateral relation, adjust and control of industrial policy, investment environment and labour cost. This paper suggests that government should build itself as a service oriented government, develope and improve market system, create a pleasant investment environment, strength communication and contact with overseas Chinese businessmen, and transform the way of attracting overseas Chinese businessmen’investment.This paper applies the theories of foreign direct investment, location economy, Diaspora and New Public Administration.
