A Research On Evaluation Of Coordinated Development Of Regional Tourism

With the flourishing of modern tourism, the impacts of tourism industry to the regional economical, social, cultural and environmental development is more and more extensive and in-depth, both positive and also negative. The economic driving effect of tourism development has been widely practice confirmed and people recognized, but the impacts of tourism development to the regional socio-cultural and environmental protection has been controversy, and in different time periods and different regions, the impacts are also different. In a long term, only the regional tourism development is in harmony with the local social culture and ecological environment, can the economic driving effect and the sustainable development of regional tourism be achieved.On the basis of summarizing the studies on the tourism effects and tourism coordinated development at home and abroad, systematically expounding the basic connotation of coordinated development and the related theories, the author puts forward the concept which refers to coordinated development degree of regional tourism. Comparatively analysis several main environmental economic coordinated development evaluation models, drawing from a practicable coordinated development degree evaluation model which is theory perfect and verified by repeated practice, referencing to the current tourism benefit evaluation index system and evaluation methods, the author sets up a evaluation index system and model for coordinated development degree of regional tourism which includes tourism economic effects, socio-cultural effects and environmental effects three subsystems. At the end, the author applies this evaluation method system to Hubei Province. Taking this process, the author draws the main conclusions displayed as follow:(1) The concept of coordinated development degree of regional tourism refers to the measuring expression of the coordinated degree between the tourism economy benefit, society-culture benefit and environment benefit as well as the integrated benefits of regional tourism.(2) The coordinated development theory of eco-economics, the human-land relationship theory of geography and the sustainable development theory lay solid foundations for coordinated development between environment and economy. These theories also serve as foundations for coordinated development of regional tourism.(3) When researching on evaluating coordinated development of regional tourism, we can take the coordinated development degree as measure method, and we should follow the principles of representativeness, relevance, operability, scientificity and soft targets. The index system which should be arranged in three levels involves indices indicating regional tourism economic, social-cultural and environmental effects.(4) This paper takes Hubei Province as an example. The result of the research shows that regional tourism development in Hubei Province is on a well-coordinated development level, and in the overall development of a well-coordinated case, the socio-cultural effects and the environmental effects lag behind the economic effects, the environmental effects lag behind the socio-cultural effects.It is the specification of the research on relationship between environment and economy in the field of regional tourism development. It also serves as important supplement to the evaluating system of integrated benefit of regional tourism. This research enables us to measure whether the economic effects, the social cultural effects and the environmental effects are in harmony with each other, so that we can judge the development stage of regional tourism and pick the appropriate mode of regional tourism development more scientifically.
