With the change of the demographics, Rural old-age poverty issues highlighted, and the rural social pension problem has been more widespread concern, the new rural social pension insurance institution is a system which related with the living and dignity in old age for the majority of rural residents. Mojiang Hani Autonomous County of Yunnan Province is the only Hani Autonomous County, and it is a set of mountains, national, poverty as one of the key counties for national poverty alleviation and development work, it was listed as the one of the first batch of16counties for the new rural social pension insurance institution experimental work when the policy implementation began in2009. Solve the ethnic problems of old-age security in rural areas, is both fundamental objective needs in protection for minority rights, and it also to be related to the minority areas continued political and economic stability of society develop, what’s more, it is important guarantee related to the sustainability of the healthy development for the new agricultural insurance institution.This study selected Mojiang County Y Village as a case, use ethnographic research methods to collect data. In study, take Counties and towns as sources of the state policy, Therefore, only interviewed the Secretary and Director, and ask for some statistical data; The village as an important link connecting the local villagers and state policy, deeply interviewed with village party secretary,village committee director, deputy director and the Student Village; In selecting the villagers, according to the author’s idea at the beginning of the study: pensioners and contributory will have different feelings and opinions. So, based on60-year-old age limit, and using purposive random sampling method, Selected20villagers whose age less then60and12one age beyond60, and take them depth interviews.This study aims to examine how the new rural endowment insurance institution into minority communities, this process is the collision of "state perspective" and "local knowledge". Study found that in the process of implementing the policy, the understanding, work mode, working strategy of the village have a decisive role for the implementation of policies in the village. While these closely related to the villagers on the village’s trust and the village elite as the leading role. The village committee’s actions in other policy largely influence the degree of their new agricultural insurance work to be accepted. The collisions between state policy knowledge and local knowledge for the villagers themselves would be effectively alleviated with the intermediate action for the village. To some extent, changed the villagers’ awareness, and ultimately to make the new farmer’s insurance policy is mostly be accepted.Thus, I concluded that it is a collision between the new farmer’s insurance policy and the village and local knowledge in the process of policy expertise the village. After the villagers changes some awareness and policies conform to the villagers need to make some adjustments to get the villagers’ acceptance and recognition. In this process, the middleman village as a tool, a symbolic power, connectivity and has played an important role in promoting policy, and the middleman itself is also affected by the impact of policy knowledge and local knowledge. Therefore, to promote the healthy development of new agricultural insurance institution, need to note the combination state policy perspective with the local knowledge, while focusing accumulation of social capital in the work of rural governance.The article study the collision between the state perspective and local knowledge which happened in the specific practice of ethnic communities, will have be a certain theoretical and practical significance for other rural policy research.
