In the age that market and technology changes so drastic, many of the high-tech small and medium-sized private enterprises face some challenges about development and innovation. Therefore, in addition to expanding the market, more and more companies pay close attention to the management ability which is the soft power of the enterprise, and performance management is gradually accepted and adopted by many small and medium-sized enterprises. ChangSha Zhengzhong Technology Development co., LTD, which has a history over10years, is in a period of transition, from the past pioneering period to the development period and the random system to the standardization and scale. So, establishing a scientific and reasonable performance management system is particularly necessary and urgent now.This paper sets ChangSha Zhengzhong Technology Development co., LTD as the object of study, and has a further discussion about the employee performance management. First, it carries on the literature review of the theoretical basis, which includes the introduction of performance management system and the common tools of performance evaluation. Then it diagnoses the human resource system, especially the aspect of employee performance management, by questionnaire survey, data analysis and depth interview, points out its shortage and analyses the causes of the problems, and designs the employee performance management system based on them..The employee performance management system designed by this paper is guided by the thoughts of humanization and strategic performance management, and the research of performance indicators extracting, performance management system structure design and so on has been in-depth discussed. The design of performance evaluation index system is mainly adopted the Balanced Score Card, Key Performance Indicators and360-degree evaluation method, etc. The corporate level indicators are designed based on the enterprise strategic targets and annual work focus, then combining every job’s key matters to decompose them into every specific job so that a complete set of performance indicators system can be formed. This paper also designed a closed-loop performance management process, which emphasizes on the importance of performance feedback, performance coaching and performance application, and made scheme implementation safeguard measures. This article research has certain practical The conclusion of the paper research possessed certain meaning of practical instruction for ChangSha Zhengzhong Technology Development Corporation to establish the scientific performance management system, form an effective incentive mechanism, improve the staff training system, enhance ability of company management, and ensure the realization of strategic goals finally.
