Research On Performance Evaluation Of PPP Project In Changsha-Zhuzhou-Xiangtan Construction

The implementation of the integration of Changsha,Zhuzhou and Xiangtan is a key measure to realize the new economic growth point in the central region of Hunan Province and realize the rapid rise of the Changsha-Zhuzhou-Xiangtan urban agglomeration.Hunan provincial government,the three local governments in Changsha,Zhuzhou and Xiangtan have reached a consensus on the integration of Changsha,Zhuzhou and Xiangtan,but the development of the process is not coordinated,the infrastructure is not perfect,the function is not complete,the ecological environment is still a serious problem,Funding needs in many areas have become an unavoidable core issue in their development,especially in the areas of urban infrastructure and public services,which require diversification of construction patterns and construction funds.In this context,this paper will explore the application of PPP mode in the context of integration of Changsha,Zhuzhou and Xiangtan to solve this problem.At the same time,with the rapid increase in the number of PPP projects,how to determine whether the success of PPP projects has become the focus of this paper.This paper will establish the performance evaluation system of Changsha-Zhuzhou-Xiangtan integrated PPP project,improve the operation of PPP project by using the results of performance evaluation,and ensure the healthy operation of PPP project in Changsha,Zhuzhou and Xiangtan,thus speeding up the integration process.In this paper,the PPP model and the performance evaluation of PPP project are sorted out briefly.Secondly,the present situation,the result,the development goal and the dilemma of Chang-Zhu-Tan integration are analyzed.And then analyzes the necessity and theoretical basis of the performance evaluation of the integrated project of Changsha,Zhuzhou and Xiangtan.The main part of the article is based on the AHP analytic hierarchy process to construct the performance evaluation system of the Changsha-Zhuzhou-Xiangtan integrated PPP project.Taking the Changsha Maglev project as a case,the paper analyzes the practical process of the integrated PPP project in Changsha,Zhuzhou and Xiangtan Performance evaluation system of Changsha maglev project performance evaluation analysis of its advantages and disadvantages.Finally,the paper puts forward the countermeasures and suggestions for implementing the PPP model in the process of Changsha-Zhuzhou-Xiangtan integration,including the establishment of the integrated project system of Changsha-Zhuzhou-Xiangtan integrated project,the project fund and the internal system of improving the integration project of Changsha-Zhuzhou-Xiangtan.
