With the ever developing economy and society, county comprehensive capacity has been experiencing an on-going improvement in our country. In order to remove the barriers of the further improvements and boost developing vigor for county economy, a reformation of "Extending Power and Strengthening County" within the scope of counties and regions has been implemented in Zhejiang Province in the1990s, which has made extraordinary achievements and led to a rapid increase in county economy. As a result of the success of reformation of "Extending Power and Strengthening County", it offers valuable experiences for other provinces; with the Provinces of Hunan, Sichuan, Jilin, Jiangsu, and other regions following this action, the reformation of "Extending Power and Strengthening County" has been spread nationwide.
